Follow-up to #84025 and #84017.

What?

Simplifies VS Code and Cursor setup and adds Zed settings, keeping the configuration specific to Gutenberg's tools and compatibility requirements.

Why?

#84017 restored automatic discovery of ESLint, WordPress Prettier, and Stylelint. Editor settings can now focus on native TypeScript, PHP 7.4 compatibility, formatter selection, SCSS validation, and ESLint suppression hints where supported.

How?

Makes both editor configurations opt-in templates and removes the VS Code installer and folder-open task. Contributors copy or merge the templates into Git-ignored local settings. Both templates leave save behavior and generic exclusions to contributors. The setup guide covers existing managed settings and Cursor extension availability. Zed uses its built-in ESLint integration; its current server does not support suppression hints.

Testing Instructions

Run npm install and composer install.
In VS Code or Cursor, install the recommended extensions and copy the optional .vscode/settings.dist.jsonc template to .vscode/settings.json, or merge it into existing settings. Open a JavaScript or TypeScript file and allow the workspace TypeScript version when prompted.
In Zed, copy .zed/settings.dist.json to .zed/settings.json, or merge it into existing project settings. Open the repository root and install the five extensions listed in the contributor guide.
Run the editor's explicit format command on JavaScript or TypeScript, SCSS, and PHP. Confirm WordPress spacing and the repository's Stylelint and PHPCS rules.
Confirm opening the folder leaves existing local settings intact in both editors. Configure formatting and fixes on save in user settings if desired.

Verification

The production build and configuration formatting checks passed. Direct checks in Zed on macOS confirmed native TypeScript diagnostics and explicit TypeScript, SCSS, and PHP formatting; all three formatted outputs matched the repository CLI tools. A language-server check confirmed suppression hints in the installed Cursor ESLint extension and their absence in Zed's bundled server. Independent self-review findings were addressed. Windows and Linux editor behavior and a fresh extension installation were not exercised. Documentation lint has six unchanged errors elsewhere in the existing setup guide.

Testing Instructions for Keyboard

Use the Command Palette to install extensions, open files, and run format commands. No Gutenberg interface changes.

Use of AI Tools

Implemented and verified with OpenAI Codex, including direct Zed interaction checks and independent self-review.

Since this is now just a template, may be we don't need to remove everything from here and leave those bits for people to decide if they want those. The settings there are generally good to have, may be very few people might not like it.

I'd keep the template focused on settings that depend on Gutenberg's tools. Save behavior and general exclusions can stay in user settings, so we don't have to maintain those preferences here.

Made Zed opt-in too in 30bd3f5, with the local settings file ignored by Git. I'd keep the templates as separate files so contributors can copy and edit them directly, with the guide linking to each one.

Some project-specific settings still help, including PHP 7.4 targeting and selecting the repository's TypeScript SDK. This PR now keeps that small configuration, with both editors opt-in and the managed installer removed.
