Pins this extension's workflows to the `ubuntu-24.04` runner image. **Why** - `ubuntu-22.04` is deprecated: GitHub's brownouts already fail some jobs on it, and it is fully retired on 04/17/2027. - `ubuntu-latest` moves to Ubuntu 26.04 from 10/19/2026. The older PHP versions these workflows install with setup-php may not be available there. **Changes** Only the `runs-on` lines change: 1 in `lint.yml`. The tests that phpbb-extensions/test-framework runs, and the shared EPV job (pinned separately in phpbbmodders/.github), aren't affected by this PR. This PR's CI is the first run on the new image.
