[Ubuntu] The Ubuntu 22 based runner images will begin deprecation on September 17th and will be fully unsupported by April 17th for GitHub Actions and Azure DevOps #14254
Description
Breaking changes
GitHub Actions announcing the deprecation process for ubuntu-22.04 and ubuntu-22.04-arm. While the images are being deprecated, You may experience longer queue times during peak usage hours. Deprecation will begin on September 17th, 2026 and the images will be fully unsupported by April 17th,, 2027 for GitHub Actions and Azure DevOps.
To raise awareness of the upcoming removal, we will temporarily fail jobs using Ubuntu 22.04 and Ubuntu 22.04 arm64.
Builds that are scheduled to run during the brownout periods will fail. The brownouts are scheduled for the following dates and times:
March 23, 14:00 UTC - March 23, 00:00 UTC
March 30, 14:00 UTC - March 30, 00:00 UTC
April 6, 14:00 UTC - April 6, 00:00 UTC
April 13, 14:00 UTC - April 13, 00:00 UTC
Target date
Deprecation: September 17th, 2026
Retirement: April 17th, 2027
The motivation for the changes
GitHub Actions maintains the latest two stable versions of any given OS version.
Possible impact
Workflows using the ubuntu-22.04, ubuntu-22.04-arm image labels will be terminated with an error.

Mitigation ways
Workflows using the ubuntu-22.04 image label should be updated to ubuntu-24.04, ubuntu-26.04, or ubuntu-latest.
Workflows using the ubuntu-22.04-armimage label should be updated to ubuntu-24.04-arm, ubuntu-26.04-arm.
